2022 Winter Olympics aspiration marks Beijing's New Year countdown

Beijing, Jan 1 (IANS) Winter Olympics champions and skating and skiing world champions highlighted Beijing's 2022 Winter Olympics aspirations at a New Year countdown event here.

Among them were Yang Yang, the Salt Lake Winter Olympics skating champion and now a member of the IOC, Zhou Yang, double Olympic champion of Vancouver Games, Shen Xue/Zhao Hongbo, figure skating pairs champions of Vanvouver Games, Xinhua reports.

At the same time another two venues involved to Beijing's bidding of Winter Olympics also staged New Year countdown ceremonies Wednesday. The countdown kicked off at 20:00 local time at three different venues, but the same theme: "Snowy Beijing Welcomes Olympics". The three venues were the Olympic Green here, Guangchang near the Badaling Great Wall, and Chongli in Zhangjiakou respectively.

The event was held to bring enthusiastic citizens together to demonstrate their craving for 2022 Olympic Winter Games and Winter Paralympic Games, to highlight the fascination of Beijing in winter, and voice aspirations of billions of Chinese people to realize the Olympics.

At the main venue of Bird's Nest in the Olympic Green, young ice hockey players were synonymous with Beijingers who are enthusiastic about winter sports, while the ice skating performance in Yanqing and snow sports programs in Chongli reinterpreted passion of citizens for winter sports and their best wishes for the success of Beijing's bid for 2022 Olympic Winter Games and Winter Paralympic Games.

Citizens from all walks of life and of all ethnic groups, tourists from home and abroad, winners of Olympic Winter Games and national champions, aficionados of winter sports, university students and volunteers of Beijing gathered in the Bird's Nest to celebrate the coming new year, singing and dancing joyously, and creating a pleasant and festival atmosphere.

In Chongli, winter sports lovers and local communities actively participated in interactive projects, featuring the vision of Beijing for the Olympic Winter Games -- "Joyful Rendezvous upon Pure Ice and Snow".

At 23:30, the New Year countdown ceremony in the Bird's Nest officially began with a pleasant and joyful Happy New Year song. Figure skaters then performed to the Dance on the Ice and Snow song, honoring rhythms of winter sports and harmony between humans and nature.

With the logo of the Olympic Winter Games designed by Beijing appearing on the big screen, drummers beat out the music for the New Year. The widely known song "I Love You", "Snow in Saibei", which was also performed by Lin Miaoke at the opening ceremony of the Beijing Olympics, brought audiences back to a romantic ice and snow wonderland.

Then a group of acrobats got the stage accompanied by the lively song Happy Beat, and won applause and cheering from audiences for their marvelous juggling and acrobatic moves, making the event a grand celebration in which excited audiences highly participate.

World-renowned pianist Lang Lang also gave an enthusiastic performance of the dynamic and appealing song of "A Tribute to the Olympic Rings", demonstrating the earnest hope of people for success in bidding for the 2022 Olympic Winter Games.

Several former Winter Olympic champions expressed their New Year wishes for 2015 and blessings for Beijing's bid for the 2022 Olympic Winter Games. Seven former Winter Olympic champions and winter sports world champions came to the New Year countdown in Beijing to extend New Year's greetings to friends from home and abroad at the scene.

In 2015, Modi must resolve inner contradictions (Comment: Special to IANS)

The year ended by confirming the BJP's upward mobility when the alliance led by it secured a majority in the Jharkhand assembly and the party put up its best ever show in Jammu and Kashmir. But there is a hint in both the elections that the party's ascent may not continue to be as smooth and effortless in 2015 as it has been in 2014.

In Jharkhand, for instance, the BJP could cross the half-way mark in the 81-member legislature only with the help of its ally, the All Jharkhand Students Union, which added five seats to the BJP's tally of 37, which was way down from the 58 assembly segments which the BJP won in the general election six months ago.

What is more, the BJP's victory rath (chariot) came to a halt outside the Muslim-dominated Kashmir valley, showing that it is only the party's vote bank of the Hindus of Jammu who supported it while the Muslims gave it a wide berth since the BJP could secure only 2.2 percent of the votes in the valley.

The reason for the rebuff by the minorities is clear enough. They have been angered and disheartened by the aggressive anti-Muslim and anti-Christian campaigns of the Hindu supremacist RSS and its rabid affiliates like the Vishwa Hindu Parishad (VHP) and the Bajrang Dal.

These fundamentalist outfits have seen the BJP's rise to power at the centre as the most opportune time to push their fascistic idea of converting secular India into a theocratic Hindu rashtra (nation). There is little doubt that if Prime Minister Narendra Modi is unable to rein in these members of the Hindutva Gestapo, then his memorable and unexpected victory in the general election will begin to unravel.

It is worth recalling that the BJP's success in May was the culmination of a series of political victories which saw the party win assembly elections in Madhya Pradesh, Chhattisgarh and Rajasthan and emerge as the first party in Delhi at the end of 2013.

While the BJP's success story can be said to be continuing, its main adversary, the Congress, is going steadily downhill and has now reached a stage when its revival seems to be nearly impossible. The reason is its inept leadership, comprising the mother-and-son duo of Sonia and Rahul Gandhi, both of whom palpably lack political charisma (which used to be the Nehru-Gandhi family's forte), intellectual acuity and an economic vision in sync with the modern world which has lost patience with socialism, which the Gandhis seem to prefer.

As a result, the Congress has lost virtually all the major elections for more than a year while the BJP has forged ahead. Only in several by-elections, notably in Rajasthan and, surprisingly, in Gujarat has the Congress fared well but they have been too few and far between to rejuvenate the party.

In contrast, Modi has all the requisites of a winner - charisma, oratorical skill, a forward-looking economic agenda and administrative acumen with a hands-on approach. But his Achilles heel is the RSS, VHP and other Hindu militant groups like the Dharma Jagran Samiti, which has been organising the proselytizing 'ghar wapas' (homecoming) campaigns to woo the minorities back into the Hindu fold.

It is not that Modi is unaware of what's hobbling him. But, in a way, he is helpless because having spent all his life in the fundamentalist environment of the RSS shakhas and among its karyakartas (workers) - Modi himself was once a pracharak (preacher) - it must be now very difficult for him to turn against them even if he knows that they are harming his development plans.

Although he has partially succeeded in taming the hardliners by persuading them to put off the issue of constructing the Ram temple by a year in keeping with his Independence Day call for a moratorium on sectarian animosity, he doesn't seem to have reckoned with the penchant of the extremists to conceive of one divisive idea after another - love jehad, ghar wapsi, bahu lao-beti bachao and so on.

The last-named campaign is the obverse of the love jehad programme. While the latter warns Hindu girls against being trapped by Muslim boys into marriage, the bahu lao-beti bachao slogan advises Hindu boys to marry Muslim girls while saving their own sisters.

As a result of the xenophobia propagated by the votaries of Hindutva with claims that India exploded an atomic bomb in prehistoric times, as was stated by Ramesh Pokhriyal Nishank, MP, and invented plastic surgery - an assertion made by Modi himself - India is passing through a surreal atmosphere where a pro-market economy reflected by the glittering malls and multiplexes is coexisting with articulations redolent of an unscientific and unsophisticated worldview.

This contrast is also evident in the government-forming negotiations between the BJP and Muslim-majority parties of the Kashmir valley like the People's Democratic Party and the National Conference, which the saffron hawks regard as pro-separatist and, therefore, anti-national.

Unless Modi can resolve these contradictions between a 21st century government and the Hindutva radicals by coming down heavily on the latter and resolutely pursuing economic reforms, the earlier optimism associated with him will disappear.

The gainer from any such inability will be the Congress and the other opposition parties whose stalling of parliament over the antics of the saffron activists has compelled Modi to take the ordinance route to pass crucial pro-reforms laws. But such bulldozing tactics are a sign of the prime minister's, and the democratic system's, failure.

If Modi nevertheless opted for them, it is to divert attention from the antics of the Hindutva fanatics. He will have to pursue the economic reforms - the road to middle class hearts - even more energetically if the BJP fails to stave off the Aam Admi Party's (AAP) challenge in the Delhi elections which are likely to be held in February.

In 2013, the BJP came first in Delhi. But coming first will not do this time, for it will show that the Modi wave is petering out. Even securing a majority may not satisfy the BJP top brass if the AAP comes anywhere near the 28 seats it won last time. In that case, Modi will have to confront the saffron brigade head-on in a face-off reminiscent of Hitler's night of the knives.

Wigan chairman Whelan gets six-week ban, fined 50,000 pounds

London, Jan 1 (IANS) Dave Whelan, the chairman of English Championship side Wigan Athletic, has been banned from all football-related activity for six weeks and fined 50,000 pounds for making racist comments about Jewish and Chinese people, the Football Association (FA) announced here.

The FA made the decision Wednesday after investigation from an Independent Regulatory Commission, reports Xinhua.

Whelan, who accepted the charge of improper conduct, has also been warned as to his future conduct and ordered to undertake a mandatory education programme.

"The Independent Regulatory Commission will publish full written reasons within the next 24 hours. An appeal must be lodged within seven days from receipt of the written reasons," the FA said in a statement.

The sanction is suspended until after the outcome of any appeal, or the time for appealing expires, or should Whelan decide not to appeal.

Whelan, 78, was quoted using the term "chink" in a newspaper interview with the Guardian last month. He also used "chingaling" to describe Chinese restaurants.

He has apologised for any offence caused and warned he will resign from his position at Wigan if punished.

But Michael Wilkes, a spokesman for the British Chinese Project, described Whelan's comments as "extremely unhelpful".

He added: "Contrary to what Mr Whelan may believe, the vast majority of our community deem the terms 'chink' and 'chingaling' highly offensive."

'PK' is against religious frauds:Vaidik

New Delhi, Jan 1 (IANS)
As Hindu right-wing groups continue their protests over "PK", veteran journalist and activist Ved Pratap Vaidik says people are opposing the Aamir Khan movie because of a "misunderstanding" and they should watch it before going against it as the movie is actually against religious frauds and people who have made a business out of religion and are conning ordinary people.

Demonstrations against the movie have taken place in Delhi, Agra, Bhopal, Ahmedabad and many other places across the country. Hindu organisations like the Vishwa Hindu Parishad and the Bajrang Dal say the movie hurt religious sentiments of Hindus.

Among those who have spoken against the movie are yoga guru Ramdev, Swami Swaroopanand Shankaracharya and Maulana Firangi Mahal.

However, Ramdev close aide Vaidik says he is "amazed" at the people who are protesting against the film.

"Whatever Ramdev was told by people, on that basis, he issued the statement. But now perhaps, he will see the film and form his own opinion," Vaidik, who hit the headlines last year after he went to Pakistan and met extremist leader Hafiz Sayed, told IANS.

"The film is against hypocrites, against fraudulent people, against those who, in the name of god, or in the name of religion, are setting up their own 'dhanda' (business).

"I was amazed why people are protesting against this film. The film should be watched before opposing it. They will stop opposing once they watch it. The people are opposing the film because of a misunderstanding, there is no other reason," he said.

"PK" portrays Aamir Khan as an alien who is fascinated by India. The film, which released Dec 19, also stars Anushka Sharma, Sanjay Dutt, Boman Irani and Sushant Singh Rajput.

Vaidik also encouraged filmmakers to make movies that portray the truth and feels they should not be afraid of such protests.

"Filmmakers should be courageous enough to make such good artistic films which depict the truth. And they should never be afraid of those people who are protesting because they have not seen the film."

UN starts humanitarian campaign for displaced in Ukraine

United Nations, Jan 1 (IANS) The United Nations Development Programme (UNDP) Wednesday announced that it is launching an initiative aimed at ferrying aid to Ukraine's internally displaced persons (IDPs), as well as other vulnerable citizens trapped by the ongoing hostilities.

The UN agency started the humanitarian aid campaign amid continuing fighting and a deteriorating humanitarian situation in Ukraine.

The latest figures from the UN human rights office, OHCHR, and the World Health Organisation (WHO) paint a stark picture of the reality on the ground for millions of people living in the regions directly affected by the conflict, such as Donetsk, Luhansk, Zaporizhzhia and Dnipropetrovsk, where hundreds of thousands of IDPs remain trapped, Xinhua reported.

From mid-April to Dec 12, at least 4,707 people were killed and 10,322 wounded by fighting. Since the tenuous ceasefire began, at least 1,357 fatalities were recorded. Moreover, the UN has recently reported that since March 2014, more than one million people have been displaced from the conflict-affected areas, including nearly 530,000 people within Ukraine, of whom at least 130,000 are children.

Through its latest efforts, which will begin in January, UNDP will target the elderly, orphans, pregnant women, families with children and people with disabilities with some 30,000 more food packages to supplement the food packages of more than 25,000 already distributed to IDPs across the country.

In addition to the food packages, the UN agency also announced that it would distribute sets of warm clothing for adults and children as well as sets of bed linen and blankets in an effort to help mitigate the harsh Ukrainian winter.

"Supporting internally displaced persons and early recovery of critical social infrastructure in eastern Ukraine is a priority for the United Nations Development Programme," Inita Paulovica, deputy resident representative of the UNDP in Ukraine, said in a press release. "Our main task is to ensure that no one is left behind."

In late February 2014, the situation in Ukraine transcended what was initially seen as an internal Ukrainian political crisis into violent clashes in parts of the country, later reaching full-scale conflict in the east.

A ceasefire and peace plan for eastern Ukraine was signed in the Belarussian capital of Minsk n Sep 5, but remains fragile. The situation has since continuously deteriorated, with serious consequences for the country's unity, territorial integrity and stability.

Guards noticed the hole around 2:00 a.m. and soon realised that 33 people had fled, deputy municipal police chief Rubel Vasquez told Globovision news.

Several of the escapees were people arrested on suspicion of offenses such as kidnapping, robbery and homicide, he said.

"It is truly quite a dangerous group," Vasquez said.

Police have recaptured five of the escapees and an investigation into the escape, Chacao Mayor Ramon Muchacho said.

"All the custodial personnel were placed at the disposition of the prosecutor's office and we immediately opened an investigation to determine responsibility" for the escape, the mayor wrote on Twitter.

On Nov 26, 41 detainees left a jail in the central state of Miranda via a hole in the wall.

Brazilian striker joins Thailand's Buriram United

Rio de Janeiro, Jan 1 (IANS) Thailand's Buriram United Wednesday confirmed the signing of Brazilian striker Diogo for an undisclosed fee.

The 27-year-old joins the club on a two-year deal from Brazilian outfit Palmeiras, Buriram said on their official website, Xinhua reported.

Diogo scored just once in 34 appearances for Palmeiras in 2014 after his January arrival from local rivals Portuguesa.

The former Brazil under-23 international was once considered among Brazil's brightest talents and in 2008 joined Greek giants Olympiakos for nine million euros.

But poor form and injuries have limited him to just seven goals from his past 93 matches.

Israel convicts Hamas militant for killing Jewish teens

erusalem, Jan 1 (IANS) An Israeli military tribunal Wednesday convicted Hussam Hassan Kawasme, a Hamas operative, of masterminding the abduction and murder of three Jewish teenagers in the West Bank in June.

Kawasme was arrested early July on suspicion of aiding and abetting the killers. During interrogation, he confessed to planning and financing the attack, and was indicted in September, Xinhua reported.

Marwan Kawasme and Amar Abu Aisha, the militants who kidnapped the 16-year-old teens from a hitchhiking stop on the night of June 12 and shot them dead moments later, were killed in a shootout with an Israeli SWAT unit near Hebron that same month.

The teens' bodies were discovered in shallow graves in a field near Hebron a few weeks after they had gone missing, prompting the revenge killing of a Palestinian teen from east Jerusalem by Jewish extremists and months-long rioting in the city's Arab neighbourhoods.

Israel launched a massive crackdown on Hamas operatives and infrastructure in the West Bank during the searches for the kidnapped teens, which ultimately lead to a 50-day war between Israel and the Islamist group in Gaza this past summer that claimed the lives of more than 2,000 Palestinians, about half of them civilians, and 73 Israelis, six of them civilians.

Hussam Kawasme previously served a seven-year prison term in Israel for his involvement in Hamas operations, including membership in a cell that carried out bombing attacks against Israeli targets.

His brother, Hassin Kawasme, is serving a life sentence for a 2011 bomb attack in Jerusalem that killed a Scottish tourist and injured dozens.

Another brother, Mahmoud Kawasme, served a 20-year prison term for a twin suicide bombing aboard Israeli buses in 2004 which killed 16 civilians and wounded more than 100 others. He won an early release as part of a prisoner exchange deal with Hamas and was expelled to the Gaza Strip.

Israel's domestic security agency said that Mahmoud Kawasme transferred the funds for the June attack.

Wheelchair-bound couple get married in Kerala

Thiruvananthapuram, Dec 31 (IANS) Weddings are happy occasions, and even more unique if both the bride and the groom are on wheelchairs.

Delhi man held for killing property dealer

New Delhi, Dec 31 (IANS) A man has been arrested for allegedly killing a 73-year-old central Delhi-based property dealer to whom he owed some money, police said Wednesday.

Sanjay, 34, a resident of east Delhi's Geeta Colony, was arrested early Wednesday.

Sanjay killed Naresh Kumar Bansal and dumped his body near Shanti Van. The body was recovered by a police patrol around 1 a.m. Tuesday from Daryaganj.

Bansal, who stayed in east Delhi's Laxmi Nagar area and ran a property related business from Chandni Chowk in central Delhi, had come to Daryaganj Monday evening with his son and approached the accused.

Sanjay told interrogators that he had borrowed some money from Bansal and he was not able to repay it.

"Frustrated by the persuasion of the victim for the borrowed money, Sanjay hatched a plan to kill him about a month back. He along with his associate took the victim to a secluded place in Kashmere Gate in his car on the pretext of paying the borrowed money," said the official.

"Sanjay gruesomely strangulated victim's neck with a clutch wire and then slashed his neck with a sharp cutter," the official said.

According to police, Sanjay worked in a family transport business in Chandni Chowk and has no previous criminal record.

PAHAL on LPG to cover entire country from Jan 1

New Delhi, Dec 31 (IANS) The direct benefit transfer of LPG (DBTL) scheme - Pratyaksh Hanstantrit Labh (PAHAL) - which was re-launched in 54 districts Nov 15, will be started in the rest of the 622 districts of the country from Jan 1, 2015.

The scheme will cover over 15.3 crore consumers across 676 districts of the country. Over 6.5 crore consumers, i.e. 43 percent, have already joined the scheme and will receive subsidy in their bank account, an official release said.

Consumers who wish to join the scheme will have to either link their Aadhaar number with their bank account and their LPG consumer ID. If they do not possess Aadhaar number, they will have to link their bank account directly with their 17-digit LPG ID.

The government has also asked all concerned to join the scheme as soon as possible.

"All LPG consumers, who are yet to join the scheme, must do so quickly. Those who do not have bank accounts must first open bank accounts and then submit the required details to their LPG distributor/bank for becoming cash transfer compliant," it said.

"Once a consumer joins the scheme, he will get the cylinders at market price and will receive LPG subsidy directly in his bank account," it added.

A sum of Rs.568 will be paid in advance to the consumer, who now joins the scheme, in the bank account as soon as he makes the first booking for a cylinder after joining the scheme. This will ensure that the customer has extra money required to pay for the first LPG cylinder at market price. This is in addition to subsidy that is paid on each cylinder," it said.

Camps are being set up at various banks, and LPG distributors' premises to enable LPG consumers to open bank account and enroll for Aadhaar if they need to do so to join the scheme.

To keep consumers informed about their status in the scheme, consumers will receive SMS at every stage in the scheme. To avail this feature, all LPG consumers are requested to register their mobile phone number with their distributor if they have not done so. They are also advised to receive cylinders only with cash memos to be assured of their subsidy transfer.

As on Dec 30, an amount of Rs.624 crore has been transferred to over 20 lakh LPG consumers since the launch of the scheme Nov 15.

The consumers, who do not wish to avail the subsidy for LPG cylinders, can simply choose to opt out of it.

"Over 12,000 citizens have already voluntarily given up subsidy freeing up crores of subsidy amount for their less privileged brethren," the release added.

Israeli leaders hail failed Palestinian UN bid

Jerusalem, Dec 31 (IANS) Israeli officials Wednesday hailed the UN Security Council's rejection of a Palestinian statehood bid the night before, thanking countries for voting against it and saying unilateral moves only push peace further away.

The Palestinians needed nine votes in order for the Security Council to adopt the resolution. Eight member states voted in favour of the resolution, two voted against it, while five others abstained.

The US and Australia voted against the resolution late Tuesday. France and Luxembourg, among others, voted in favour of the resolution, while Britain, Lithuania, South Korea, Rwanda and Nigeria abstained, Xinhua reported.

Israeli Prime Minister Benjamin Netanyahu told reporters Wednesday morning, prior to voting in his party's internal elections, he appreciated the votes against the resolution cast by the US and Australia, and thanked the African states of Nigeria and Rwanda for abstaining.

"I want to express appreciation and gratitude to the United States and Australia, as well as special appreciation to the President of Rwanda, my friend Paul Kagame, and the President of Nigeria, my friend Goodluck Jonathan," Netanyahu told reporters Wednesday.

"I spoke with them last night and they personally promised me not to support this decision, which tipped the scales," he added.

Israeli Foreign Minister Avigdor Lieberman said in a statement Wednesday that the vote should show the Palestinians that unilateral moves would not resolve the Israeli-Palestinian conflict.

"The failure of the Palestinian resolution must teach the Palestinians that provocation and attempts to impose unilateral measures on Israel will not achieve anything -- to the contrary," Lieberman said, according to a statement from the foreign ministry.

"The Palestinians' contempt for the most important states in the international community, first and foremost the United States, stems in part from the support they enjoy from European states," Lieberman said, possibly referring to the support the bid got from France and Luxembourg.

"Every state that truly wishes to promote a solution to the conflict must behave responsibly and make it clear to the Palestinians that decisions are made only around a negotiating table," he added.

Israeli Defence Minister Moshe Ya'alon also commented on the vote, and said the move by the Palestinian Authority proves that "there's no interest (among the Palestinians) in direct negotiations, but rather provocations and continued acts aimed at delegitimising Israel," the Ha'aretz daily quoted him as saying.

The resolution presented by the Palestinian Authority to the UN Security Council called for a comprehensive Israeli withdrawal from lands it had occupied and annexed in the 1967 Mideast War by the end of 2017 along with the establishment of a Palestinian state alongside Israel with east Jerusalem as its capital.

Jordan's Ambassador to the UN Dina Kawar, who presented the resolution, said that the Palestinian Authority would push in other diplomatic ways to end the Israeli-Palestinian conflict. Palestinian leaders are set to decide their next steps Wednesday.

One possibility is that the Palestinian Authority would seek to join the International Criminal Court and try Israeli officials for war crimes over the ongoing occupation.

US-mediated negotiations between Israel and the Palestinian Authority collapsed in April after nine months as Israel suspended the talks amid the establishment of the Palestinian national unity government with Hamas, against which Israel fought for two months in the summer.

Following the collapse of the talks, and amid the ongoing expansion of Israeli settlements in the West Bank and east Jerusalem, Palestinian President Mahmoud Abbas requested to join several international treaties and advance diplomatic moves to end the Israeli occupation and establish a Palestinian state.

Israel's settlement expansion policy, as well as a deteriorating security situation and the last Gaza War, have increased criticism towards it.

Several European countries have recently announced their support for a Palestinian statehood bid - including Sweden, France, Britain, Spain and Ireland -- further isolating Israel from the international community.

Amit Shah hasn't got clean chit yet: Congress

New Delhi, Dec 31 (IANS) The CBI special court's decision to discharge BJP president Amit Shah in the Sohrabuddin Sheikh and Tulsiram Prajapati case was not akin to a "clean chit", the Congress said Wednesday.

The Bharatiya Janata Party's (BJP) "self-congratulatory pats" were misplaced, Congress spokesperson Abhishek Manu Singhvi told the media here.

"The charges were dropped for lack of enough evidence to move a higher court," he said.

"Only a higher court like the Supreme Court can give a clean chit to any suspect. This judgment (in case of Amit Shah) has come from a lower court in the judicial hierarchy. This marks the beginning of a multi-level judicial process," he said.

A special Central Bureau of Investigation court Tuesday dropped all charges against Shah, who was accused in the staged shootout case related to the killing of Sohrabuddin Sheikh, his wife Kauserbi Sheikh, and witness Tulsiram Prajapati, in Gujarat. Shah was the home minister of the state then.

Mumbai, Dec 31 (IANS) Prime Minister Narendra Modi will be presented with an outline of the Reform Action Plan at the end of a two-day bankers' retreat "Gyan Sangam" to be held in Pune Jan 2-3.

The bankers' retreat will prepare the blueprint of the Reform Action Plan for the country's banking sector, particularly public sector banks.

While major reforms have been discussed on many occasions in the past, the fine print of reforms need to be outlined, said a spokesperson for the organisers, the department of financial services (DFS) under the finance ministry, and the Centre for Advanced Financial Research and Learning (CAFRAL), an advanced training institute of the Reserve Bank of India.

All important stakeholders will come together at the NIBM campus in Pune and prepare the outline which will be presented to Modi and then deliberated upon.

The "Gyan Sangam" will be attended by Finance Minister Arun Jaitley, Minister of State for Finance Jayant Sinha, RBI governor Raghuram Rajan, Finance Secretary Rajiv Mehrishi, DFS secretary Hasmukh Adhia, all chairpersons and managing directors of public sector banks (PSBs) and financial institutions.

The retreat will create a platform for formal and informal discussions around issues critical for banking sector reforms, achieve a broad consensus on the shortcomings, steps taken by the banks and the government to improve the situation, generate out-of-box ideas from the officials and prepare the blue print which would be adopted and then implemented by the banks and the government.

The topics to be discussed include -- consolidation and restructuring of PSBs for better efficiency and capitalisation needs, effective risk profiling and recovery mechanisms, global practices and use of technology in banking operations, financial inclusion/financial literacy and direct benefit transfer, priority sector lending and interest subvention schemes, and human resources issues with focus on training and motivating staff.

The outcome of the deliberations, in the form of the outline of the Reform Action Plan, would be presented to Modi on the final day (Jan 3) of the retreat, followed by further deliberations in his presence.

212 survivors from gutted Italian ferry join families

Rome, Dec 31 (IANS)
A total of 212 people rescued from the Italian-flagged Norman Atlantic ferry landed at the port of Brindisi in southern Italy Tuesday night, Italy's navy said Wednesday.

The survivors disembarked from military vessel San Giorgio, which also carried the bodies of five victims of the blaze that broke out on the ferry early Sunday morning, Xinhua reported.

At least 11 people died in the blaze or during evacuation, and 427 people were rescued.

All 212 survivors who arrived in Brindisi were in good condition, although tired and shocked, and were given blankets and food after embracing relatives at the port, according to Italian authorities.

All of them were identified and also briefly questioned, authorities added.

Captain of the ferry Argilio Giacomazzi was among the people who arrived in Brindisi, after staying on board of the Norman Atlantic to see the 36-hour-long salvage operation through.

Prosecutors questioned him for some five hours at the harbour's offices in order to reconstruct what happened immediately after the fire erupted, according to Italian media.

The captain assured that "all emergency procedures were properly and timely implemented", his lawyer said.

Giacomazzi was investigated for the crimes of shipwreck, multiple manslaughter and negligent injury, together with the Italian owner of the ferry, Carlo Visentini.

Some 39 other survivors are still expected at the southern port of Taranto later Wednesday. Their return was planned for Tuesday, but hampered by bad sea conditions, the coast guard said.

The wreck of the Norman Atlantic is also due to arrive at the Brindisi port during the day, after Italian prosecutors ordered the ferry to be taken to Italy for the criminal probe.

Two Albanian sailors died during an operation to attach the ship Tuesday, after being hit by a rope.

The Norman Atlantic, chartered by Greek shipping firm ANEK Lines, was sailing from Greece to Italy when a fire broke out in one of the garages Sunday morning.

Italy, Greece, and Albania joined up in the efforts to evacuate all passengers. Italy took the lead in the operation, which was hampered by stormy seas and gale-force winds.

The Italian Coast Guard confirmed the body of an 11th victim was recovered Tuesday.

At least three of the victims were identified as Italian nationals, all of them lorry drivers from Naples. The bodies of two of them were recognised by relatives, while the third was not recovered.

Bari prosecutor Giuseppe Volpe, who was among those investigating the ferry disaster, said Tuesday that more victims might be found on the wreckage.

Four illegal migrants -- three Afghans and a Syrian national -- are among the ferry survivors and this would make it more "likely" that other illegal migrants had died in the blaze, according to the prosecutor.

Significant discrepancies have also been discovered in the names of those on the ferry's manifest and those who were rescued.

Officially, the Norman Atlantic's manifest contained 478 passengers and crew.

Mobile safety app for women to be launched

ew Delhi, Dec 31 (IANS) Home Minister Rajnath Singh will launch a mobile phone based application "Himmat" Thursday for the safety of women in the capital.

The minister will launch the application, an initiative of Delhi Police.

Delhi Police readied the proposal for Himmat, which will allow users to call the police control room and also trigger a 30-second audio and video recording at the press of the phone's power button.

The app has been designed keeping in mind the safety of women.

Police said Himmat will help women contact police in the quickest possible time in an emergency.

A police official said though the app was developed keeping women in mind, it can be used by any smartphone user to contact police in the event of a crime.

The user will be asked to feed five emergency contact numbers of friends or relatives into the app's data base. When an SOS call is made, a message will be automatically sent to these five numbers.

"In this way, not only police, but the user's relatives and friends too will be able to come to her rescue," the official said.
